As Billy (Robert Downey Jr.) terminated by his radio station due to misconduct, the Air America, a camouflage company of the CIA, hires him. When he is unknowingly involved in drug smuggling during an operation in Laos, with which the CIA finances the war in Vietnam, he is shot at and must land in an emergency. Gene (Mel Gibson), who knows about the illegal machinations of the CIA and smuggles weapons himself to secure his future, saves him and his colleagues. Billy then turns against the CIA and its business with the Lao army, while Gene wants to finish his gun deals. When the two learn of a crossfire where a nearby refugee camp will also be under fire, Gene must decide whether to help people or complete his last business.
